The Tool has been written primarily for intelligence services, intelligence practitioners and intelligence policy-makers, and also for parliaments, including specialized intelligence oversight committees. It will be useful for other bodies that monitor and oversee the intelligence sector, such as ombuds institutions and national human rights institutions
(NHRIs). Civil society organizations, gender equality advocates, scholars and others advocating for the Women, Peace and Security Agenda may likewise find it helpful – addressing a part of the security sector that has as yet received little attention.
