A gender approach was adopted as the primary frame of reference in preparing the report. This approach included analyzing national policies and programs from a gender perspective, guided by the international and national normative framework for human rights. This frame of reference included international treaties and agreements ratified by the Kingdom of Morocco, as well as national legal and constitutional texts that frame human rights and gender equality. We relied on this framework to assess the extent to which national policies adhere to internationally agreed principles, while analyzing how these policies are implemented on the ground and their impact on improving the status of women.
Despite extensive efforts to ensure the preparation of a comprehensive and accurate report, the team encountered several obstacles that affected the progress of the work. First, the time allocated to drafting the report was extremely limited, placing significant pressure on all stages of the process, from information gathering and analysis to writing the final report. Preparing a report of this size and complexity typically requires more time to ensure a comprehensive analysis of all aspects.
